Opening Ceremony of the “Services Project” co-funded by the Republic of Turkey and the European Union, and to be conducted by the Ministry for European Union Affairs within the scope of “Right of Establishment and Freedom to Provide Services” Chapter was held on 16th January 2015 at Sheraton Hotel.
Opening speeches were delivered respectively by Mr. Rauf Engin Soysal, Undersecretary of the Ministry for EU Affairs and Ambassador; Mr. Béla Szombati, Charge d'Affaires of the EU Delegation to Turkey, Ambassador and Undersecretary; Ms. Emine Döğer Deputy Director of the CFCU; and Ms. Aylin Sakızoğlu, Head of Economic and Financial Policies Directorate of the Ministry for EU Affairs. About 400 representatives from public-private sector and NGOs participated in the ceremony.
Participants were informed by Mr. Alfons Benjamin Lentze, the Team Leader of the TAT, on the content and purpose of the project, events and training activities to be organised. Legal Expert Ms. Sanem Baykal pointed out in her presentation the main regulatory fields of the Services Directive, the necessity for administrative cooperation and simplification. The other Legal Expert of the project Mr. Kutluhan Bozkurt who deals with the Mutual Recognition of Professional Qualifications area provided some information on regulated and modernised professions in the European Union, definitions of these professions and their qualification requirements as well as European Professional Card and e-Governance.
Institutional Capacity Building Expert Mr. Alfred Esra Kellermann who makes studies on the institutional set-up of the “Point(s) of Single Contact” which provides one of the most substantial points for administrative simplification and cooperation explained duties of PSC, areas supported by these organisations and the respective working procedures, and he provided some examples accordingly.
The participants’ questions were answered by TAT Experts with a panel led by Ms. Sakızlıoğlu just before the end of the ceremony.
